OBJECTIVE

To provide guidance to establish the framework through which the University prepares for, responds to, recovers from, and mitigates against the effects of a wide variety of emergencies and disasters that could adversely affect the health, safety, and/or general welfare of its students, faculty, staff, visitors, and families through the establishment of programs.

OVERVIEW

The responsibility of the Emergency Management section within the Department of Environmental Health & Safety (EH&S) is to ensure that Florida State University (FSU) is prepared to respond to, recover from, and mitigate against the effects of a wide variety of disasters that could adversely affect the health, safety, and/or general welfare of its students, faculty, staff, visitors, and families. The majority of this responsibility is addressed through programs aimed at preparation, mitigation, planning, and recovery from disasters. Faculty, staff, students, and visitors at all FSU facilities and field sites must protect themselves, the environment, and others by adhering to all applicable federal, state, and local regulations.

A. RESPONSIBILITIES

The responsibility of the Emergency Management section is to ensure that FSU is prepared to respond to, recover from, and mitigate against the effects of a wide variety of disasters that could adversely affect the health, safety, and/or general welfare of its students, faculty, staff, visitors, and families.

The Emergency Management program is designed to provide the structure and guidance for the development of a hierarchy of programs for preparation, mitigation, planning, and recovery from disasters. The Comprehensive Emergency Management Plan (CEMP, OP-G-9.1) serves as the official emergency operations plan (EOP) of Florida State University.

The CEMP applies directly to all persons and entities associated with Florida State University, including its students, faculty, staff, employees, contractors, and other support entities.

The CEMP defines the roles, responsibilities, and relationships of external agencies and entities not normally associated with daily University operations but which may hold a role in disaster response.

The CEMP applies to all campuses, facilities, and programs administered by Florida State University regardless of location or purpose. Individual campuses, facilities, and programs are highly encouraged to develop local procedures and guidelines, consistent with the content of this plan.
